Editorial –

You will note that there are several new interpretations of the current rules that are going to be applied at the Midwestern Championships and the Middle School, High School and Collegiate Judo National Championships to be held in the next few weeks in the Chicago Metro area.  These interpretations essentially do not change the rules but enhance the dynamic nature of a Judo match.  These two major interpretations will be explained briefly here, however, it is advised that competitors (elite and non-elite, juniors and seniors), coaches, referees, and interested parties attend the referee meeting scheduled for the evening before each of these events so that you will know how to apply this rule to your competitive Judo skills.

INT. JUDO FEDERATION

IJF Referee Commission

Border Line Action Testing Rules 2006

THE COMPETITION AREA. (Art. 1).-

The competition area shall be divided into two (2) zones:  The Contest area and the Safety area.

The Contest area will remain being of a minimum of 8m x 8m or a maximum of 10m x 10m.  And the Safety area (of a different color) shall be 3m wide.

For the summer Olympic Games, World Championships, Continental Championships and IJF Tournaments, the contest area will be 8m x 8m each (with 3m of security around and 3m minimum in between when two competition areas are adjacent.

THE DANGER ZONE. (Art. 1 -2nd paragraph). –

The present function of the Danger (red) Zone becomes cancelled.  However the red mats (for the time being) will still be fixed.

THE PENALTY ON THE DANGER ZONE. (Art. 27 paragraph 4).-

Consequently the Shido penalty for remaining (generally more than 5 seconds) within the danger zone becomes extinguished.  (As well as its gesture from Art. 8 paragraph 20).

SITUATION ON THE BORDER LINE. (Art. 9 – Location (Valid Areas).-

This Article becomes fully modified with the exception of the paragraphs ruling the Newaza

The criteria to apply in the standing position (Tachi-waza) during actions on the border line will be the following:  “The action is valid as long as either contestant has some part of his body touching the contest area”.

(In fact it will be applied the same criteria at present ruling the Newaza).

GOING OUTSIDE THE CONTEST AREA.-

Nothing is changed, it must be applied the present Rules.  Going outside the Contest area without action (by itself or forced by the opponent) it will be applied as described on Art. 27 Prohibited Acts and Penalties:

SHIDO (Slight Infringements Group)

20)       To go outside the contest area or intentionally force the opponent to go outside the contest area either in standing position or in Newaza.

NOTE.- The IJF REF COM recommends to make testing trials on Junior or Senior level tournaments in all Unions gathering information.  The IJF official test will take place during the WC Junior 2006 in Dominican Republic (PJU).

U.S. Athletes Named for Japan Goodwill Match

Nine U.S. athletes will have the opportunity not only to fight for the title of National Champion at the USA Judo High School National Championships, but also to compete against the Japanese High School All-Star Team in a goodwill match at approximately 2:00 p.m., March 26.  The match will be held at the Holiday Inn Select Hotel & Convention Center, 18501 South Harlem Ave. in Tinley Park, Ill.

This team competition will allow some of the top U.S. juniors to match up against Japan’s future Olympians with the exhibition taking place immediately following the Collegiate National Championships.  On March 25, all nine of these athletes will compete in the High School Nationals which is being held in conjunction with Collegiate and Middle School Nationals.

Team Japan will be represented by seven male athletes in each of the Olympic weight divisions as well as female athletes in the 52kg and 70kg divisions.  Names and bios of these athletes will be available at a later date.

The U.S. contingent is highlighted by four returning High School National Champions: Bobby Lee (Lauderhill, Fla./North Miami USA Judo National Training Site/73kg), Steve Fayzakov (Fresh Meadows, N.Y./Spartak/81kg), Jacob Larson (Santa Rosa, Calif./Rosewood Judo Club/90kg) and Katie Sell (Oshkosh, Wis./Welcome Mat Judo/70kg).

In addition to being top-ranked juniors, Lee and Sell each have had success at the senior level.  At only 17-years-old, Lee has claimed several domestic titles as well as a fifth place finish at the 2005 British Open while 18-year-old Sell claimed her first Senior National medal last year as a junior in high school with a bronze medal win.

At 14-years-old, Franchesca Durand (Coral Springs, Fla./North Miami USA Judo National Training Site/52kg) is the youngest American, but already holds not only almost every junior title around, including gold at last year’s Pan Am Infantile Championships, but she’s also the second-ranked senior in her division.

Jeremy Liggett (Scotia, N.Y./NYAC/Jason Morris Judo Center/60kg) and AJ Silverman (Scotia, N.Y./Jason Morris Judo Center/66kg) are each competing at their first High School Nationals, but as Liggett is a #2-ranked senior and Silverman was a top-finisher in last year’s junior events, both are expected to do well in Tinley Park.

Fifteen-year-old Tony Sangimino (Burlingame, Calif./Cahill’s Judo/100kg) is the youngest U.S. male athlete in this competition, but won two junior titles last year and placed second in the senior division at the San Jose Buddhist Sensei Memorial two weeks ago.

Finally, heavyweight Dan Yuabov (Flushing, N.Y./Spartak Judo/+100kg) rounds out the American crew.  Yuabov was a 2005 Junior National Champion who is looking for his first High School title.

Complete roster is as follows:

60kg:    Jeremy Liggett (Scotia, N.Y./NYAC/Jason Morris Judo Center)

66kg:    AJ Silverman (Scotia, N.Y./Jason Morris Judo Center)

73kg:    Bobby Lee (Lauderhill, Fla./North Miami USA Judo National Training Site)

81kg:    Steve Fayzakov (Fresh Meadows, N.Y./Spartak)

Borderline Action Testing Rules for Pan Am Juniors

By Carlos Diaz, PJU Referee

During the 2006 Juvenile and Junior Pan-American Judo Championships that will be held in the United States, the Refereeing Commission of the Pan-American Judo Union will make in a test-like manner the implementation of the new situations that redefine the combat area with the elimination of the “red zone” or “danger zone” that used to divide the fighting area from the safety zone.

The importance of the application of this evaluation in the events of the Pan-American Judo Union is that these rules will be used in a test-like manner in the Juvenile World Championships to be held in Santo Domingo on October 12th to 15th, 2006. Therefore, we aim at preparing our athletes for such important changes in the competition area that will surely redefine the competitive strategy and tactic used by our athletes and their coaches.

The Juvenile and Junior National Championships held last weekend, more specifically on February 8th to 12th, in Maracay City, Aragua State of Venezuela, were organized by the Venezuelan Judo Federation presided by Mr. Antonio Zavarella, with the purpose of selecting the Venezuelan National Team that will participate in the Juvenile Pan-American Championships, to be held in the United States on April, 12th to 17th, 2006. During this event, I had the chance of implementing in a test-like manner the utilization of the new combat zone for the judo areas. In this new area the “danger zone” or “red zone” has been eliminated.

The red zone, which had approximately a meter wide (1 m) and used to be part of the combat zone, delimitating the fighting zone with the safety zone, derives its name from the fact that the tatamis employed to form it, were generally red.

The new combat zone will not have this red zone. Its dimensions will be kept in 8 m wide and 8 m long (8x8 m square), and the following criteria will be used to evaluate the actions to be performed in it…  more

The Middle School/High School/Collegiate Nationals will follow the International guidelines concerning the interpretation for borderline techniques and Red Zone violations.  These issues will be discussed at the Referee’s meeting the night before the competition and is open to all coaches, players and other who have an interest in these new interpretations.  Kei Narimatsu, Chief Referee
